IT Manager - PMO and Business Controls

SUMMARY

As a member of the IT leadership team, manages all activities of the Program Management Office (PMO) to ensure IT programs and projects meet organization goals and requirements. Provides oversight to IT business processes to ensure compliance to external and internal policies. Develops and tracks performance and quality metrics. Work with other leaders to define, prioritize, and develop projects and programs. Reports to the Director of Information Technology.

ESSENTIAL FUNCTIONS AND DUTIES

  • Plans, develops, organizes, implements, and directs the PMO function and performance.
  • Oversees the development of project strategy and plan with the goal of minimizing risk and maximizing return on investment.
  • Actively participates in all IT leadership discussions, meetings, and activities.
  • Develops recommendations and supporting rational for IT projects and presents to senior staff.
  • Organizes and leads the IT Steering Committee on strategy and planning.
  • Oversees the reporting on IT project status. Ensures that project reporting is transparent, factual, and supports sound strategic decision making.
  • Ensures that appropriate project management methodology is used and consistently followed by project leads and project participants.
  • Provides continuous oversight to the quality and performance of IT processes by the tracking of various metrics, conducting retrospectives and/or lessons learned to drive improvement.
  • Develops, manages, and mentors a team of project managers and business controls professionals. Ensures that the team members work efficiently and bring value to the organization.
  • Provides people management through talent acquisition, development planning, and performance evaluation. Establishes and implements effective succession planning.
  • Actively participates in implementing and monitoring continuous improvement initiatives to improve safety and quality, reduce cycle time, and minimize cost.
  • Additional responsibilities and duties as assigned.

SKILLS AND QUALIFICATIONS

  • A Bachelor's degree in Information Technology, Engineering, Management or related field is required.
  • A Master degree in business is highly desirable.
  • 10 years of relevant experience with at least 4 years in project management is required.
  • Certification in Project Management (PMP or equivalent) is preferred.
  • Knowledge of project accounting principles is required.
  • Proficiency with software tools such as MS Projects, MS PowerPoint, Jira, Confluence is highly desired.
  • Demonstrated ability to lead projects using both the waterfall and the agile methodologies is required.
  • Proven management, supervision, and administrative capabilities is required.
  • Ability to facilitate meetings, resolve conflicts, and foster a productive team environment.
  • Demonstrates ability and motivation for mentoring and talent development.
  • Ability to develop and foster productive relationships with management teams across the company and with external vendors.
  • Ability to effectively communicate both orally and in written with all levels of company personnel.

PHYSICAL DEMANDS

Work primarily conducted in an office setting with good lighting. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. Must be physically able to commute to buildings throughout the shipyard. Occasional exposure to dust, fumes and moderate levels of noise.

PAY SCALE

$163,400 - $214,900

This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
