Description: What you'll be doing

Another Source's client, San Diego State University, is recruiting a Business & Finance Manager to support the College of Professional Studies and Fine Arts on-site in San Diego, California.

The anticipated annual base salary range for this position is $85,000 and $90,000.

The College of Professional Studies and Fine Arts (PSFA) is one of eight instructional units of San Diego State University and is comprised of ten diverse departments and schools. Additionally, the College oversees the Performing Arts District, which serves as a regional powerhouse in training and performance and is a vibrant hub for collaboration and bringing together various disciplines and providing students with state-of-the art facilities to nurture their talents and thrive.

About the role:

The Business & Finance Manager is responsible for the fiscal operations of the College. The incumbent works under the general direction of the Dean in the College of Professional Studies & Fine Arts with a dotted line relationship to the Provost's Office. The incumbent will act with autonomy and provide oversight of the college and department budgets, personnel, and operations. The primary responsibilities include budget and fiscal management, management of personnel (instructional and non-instructional), and oversight of college operations in a Shared Services environment.

How your time with likely be spent:

25%- Strategic Planning and Shared Services Implementation

    Participate in strategic planning and decision-making regarding implementation of Shared Services, with a focus on customer service to the college's constituency and a focus on continuous process improvement.
  • Serve as a member of the Dean's advisory team. Attend cabinet meetings and participate as a member at the College's Chairs/Directors meetings as needed to provide timely information on spending patterns, forecasts and evaluation of cost effectiveness. Represents the Dean's Office on committees and at meetings as assigned.

25%- Human Resource Management

  • Serve as the College liaison with the Center of Human Resources.
  • Analyze programmatic staffing needs based on a shared services model. Develop strategic organizational plans that create an optimal structure to support the college in achieving its goals and objectives.
  • Supervise/lead Dean's Office and Shared Services staff in the following functional areas: Dean's Office clerical support and general office management; Operations management including: budgeting, Federal Work Study, Student Assistants and Instructional Student Assistants; Travel, accounts payable, and purchasing; Foundation processes; faculty appointments, and overload processes; Equipment purchasing and tracking; University-wide and college grants; Faculty and misc. allocations; and special projects.
  • Serve as first level HEERA-designated supervisor for staff within the college.
  • On behalf of the Dean, oversee the recruitment, retention, and reassignment of College staff personnel.
  • Evaluate from a budgetary/equity perspective, promotions, in-range progressions and other classifications processes and prepare necessary paperwork. Provide advice as requested of the in-range progression and classification review processes in accordance with the CSU Classification and Qualifications Standards and applicable collective bargaining agreements.
  • Oversee the staff evaluation process as required by the Center for Human Resources. Track evaluation schedule for probationary employees. Ensure that accurate and complete personnel files for college staff are maintained.
  • Provide ongoing training and mentoring to current and new administrative and clerical staff to ensure appropriate skills are maintained.

50%-Fiscal and Operations Resource Management

  • Serve as the primary fiscal officer leading all budgetary administration of the college with the Office of Academic Affairs.
  • Provide regular budget status reports to the Dean and Associate Dean or as requested. Initiate analyses of current and/or anticipated budget problems and recommend and implement changes as necessary.
  • Responsible for the oversight and maintenance of faculty and financial databases necessary to monitor, analyze, evaluate and report up-to-date financial information for the College.
  • Advise college, school, and department personnel on appropriate and strategic use of such available college resources. Oversee the process of analyzing budget resources and projecting year-end balances and carry-forward funds. Prepare future years spending plans of reserve funds based on the college and university strategic plan with a keen eye towards continuous business improvement.

What we would like to see from you:

  • Bachelor's degree from an accredited university with major work in accounting, finance, business, or public administration.
  • 5-7 years of experience in the content and expertise areas related to this position.
  • Experience with fiscal management and budget preparation, analysis and projections.
  • Supervisory or lead experience/experience in management of personnel with transactional responsibilities'
  • Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them.
  • Ability to learn, interpret and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit, and/or administrative specialty.
  • Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques.
  • Ability to compile, write, and present reports related to program or administrative specialty.
  • Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.
  • Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them proactively.
  • Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form.
