Position Summary/Purpose of Position:

The Maryland Transportation Institute (MTI) and Center for Disaster Resilience (CDR) at the University of Maryland are a catalyst for high-caliber transportation and disaster resilience research, education, and technology transfer, delivering on the mission to improve quality of life and economic development in Maryland and beyond. The MTI and CDR are part of the Department of Civil and Environmental Engineering within the A. James Clark School of Engineering.

MTI and CDR are looking to hire a Business Manager that will support both units. The Business Manager is responsible for assisting the Director of Finance with day to day operations of the MTI and CDR, financial activities, proposal preparation, and event support. The duties of the position are as follows:

  • Responsible for monthly accounting of research and non-research accounts utilizing BA4 and KFS accounting systems. Provide the Director of Finance, MTI/CDR Directors, and/or Project Principal Investigators (PIs) with analysis of spending patterns, and financial projections for all accounts. Produce other financial reports as requested.
  • Ensure that expenditures and activities on accounts are in compliance with campus and sponsor regulations/policies, including the areas of purchasing, personnel, and travel. Ensure adequate backing documents are provided for all activities, file backing documents in a UMD approved format.
  • Monitor and track Cost Share accounting on sponsored projects, and prepare required reports for Sponsors. Transfer expenditure and department contributions to cost share accounts.
  • Request and monitor sub-contracts, from tracking rates of spending on purchase orders to requesting submission of deliverables. Request additional accounts for tracking purposes as needed.
  • Prepare and route contract and grant applications including preparing and formatting budgets, reviewing the funding opportunity announcement, and collecting documentation required by the funding agency, etc.
  • Ensure all budgets contain accurate information (salary, fringe, tuition remission, f&a rates, etc.)
  • Ensure payroll charged to sponsored and non-sponsored accounts are in accordance with UMCP and sponsor policies and requirements. Maintain salary charts/projections for faculty with sponsored research to track their salary allocations throughout the year. Ensure effective method of tracking salary allocations.
  • Meet regularly with Directors of MTI and CDR and researchers to review program activities and discuss tasks needed to accomplish program goals, while monitoring impacts on the overall budget.
  • Provide range of administrative assistance in support of arranging travel, organizing meetings, ordering business meals/refreshments, and coordinating logistics for conferences, events, workshops and seminars.
  • Assist with production of annual technical report by hiring editors/graphic designers, providing financial metrics, and reviewing for accuracy.
  • Submit facilities requests for MTI and CDR as needed.
  • Maintaining an accurate equipment inventory, tagging equipment when received.
  • Maintaining a contact list for the MTI affiliates and internal/external mailing lists.

Minimum Qualifications:

Education:
  • Bachelor’s degree in Business Administration, Finance, or other related field.

Experience:
  • At least 3-5 years experience in financial management.
  • At least 2 years experience in budget preparation and other pre-award activities.
  • Previous experience working in higher education, research project sponsor agency, and/or transportation industry.

Knowledge, Skills, and Abilities:
  • In-depth knowledge of sponsor terms and conditions, with a focus on federal, state, and other funding.
  • Possess analytical skills to review expenditures and revenues and prepare financial expenditure forecasts.
  • Well-organized, highly motivated, can keep multiple projects and responsibilities current, ability to multi-task in a fast-paced environment, and strong critical thinking skills (especially in situations where no clear precedent exists).
  • Strong written and verbal communication skills.
  • High proficiency with MS Office Suite, especially Microsoft Excel.
  • Demonstrated attention to detail and proactive work style.

Preferences:

Preferences:
  • 5-7 years experience in financial management.
  • Extensive experience and working knowledge with BA4 (Shadow Accounting System), KFS (University’s Official Accounting System), Concur (UMD Travel System), PCMS (University’s Purchase Card Management System), etc.
  • Knowledge of University of Maryland policies and procedures in the areas of travel, personnel, and purchasing.
  • Proficient in organizing and executing multiple assignments under specific constraints.
  • Extensive knowledge of University of Maryland policies/processes for financial management, record keeping, pre-award, and post-award activities.

  • Must be able to traverse the campus to attend meetings and drop off or pick up items from other entities on campus.
  • Frequently communicates with faculty, staff and students who have inquiries at the front office desk. Must be able to exchange accurate information in these situations.
  • Occasional travel required for conferences, events, and meetings.
