HR & Business Office Manager | Dona Ana County Crisis Triage Center | Las Cruces, New Mexico
The Office Manager plans, develops, organizes, implements, evaluates and supervises office activities. Leads and provides operational directives for all support administrative office activities related to the claim’s management and collections, accounts payables and receivables and ensures timely, efficient cash collections to support the overall financial goals of the facility. Leads and manages the overall provision of Human Resources services, policies, and programs for the facility including employment and compliance; recruiting and staffing; employee orientation, onboarding, and training; performance management and improvement; employee retention and engagement; policy development; employee relations; and compensation, payroll and benefits administration. Completes provider credentialing and accounts payable duties. Maintains medical records. Supports the Executive Director in all administrative support functions.

Leads and manages the overall provision of Human Resources services, policies, and programs for the facility including employment and compliance; recruiting and staffing; employee orientation, onboarding, and training; performance management and improvement; employee retention and engagement; policy development; employee relations; and compensation, payroll and benefits administration. Completes provider credentialing and accounts payable duties. Maintains medical records. Supports the Executive Director in all administrative support functions.
Roles and Responsibilities:
ESSENTIAL FUNCTIONS:
- Plans, develops, organizes, implements, evaluates and supervises office activities
- Supports the Executive Director and the facility on all administrative support functions.
- Maintains medical records.
- Explains benefits and establishes contractual agreements and payment plans with patients and their family members.
- Establishes and maintains controls for all cash collected and posted in patient accounting system. Monitors bank activity and collects revenue/completes deposits in a timely manner.
- Prepares and maintains patient statements and follows up as needed. Maintains patient financial records.
- Maintains effective communication with third party insurance carriers to resolve issues that impede cash flow and detract from patient satisfaction.
- Selects and monitors outside collection vendors engaged in the collection of facility receivables. Reviews and balances agency reports to system reports and approves agency invoices.
- Works closely with Utilization Review and Admissions staff to ensure proper authorization of patient insurance coverage.
- Communicates effectively with the leadership team to ensure that all third-party compliance guidelines are met. Communicates with Centralized Business Office (CBO) and provide documentation and account information as needed.
- Provides expertise and support in Human Resources Administration including policy and procedure, employer/employee relations, HR strategy, regulatory compliance, and employment law. Provides guidance on interpretation of policies and procedures.
- Develops and maintains tracking system for open positions. Recruits, screens, onboards, and orients new hires according to facility needs and budget.
- Develops, and conducts staff development program including training and education. Ensures license and required certifications are appropriate and current.
- Designs and implements retention initiatives including rewards and recognition and engagement.
- Develops and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale, motivation and engagement.
- Conducts investigations of employee complaints or incidents.
- Administers benefit programs including timely enrollment, processes unemployment and worker’s compensation claims and leave benefits.
- Manages employee performance thru updated job descriptions and competencies, timely evaluations, and merit increases as appropriate.
- Manages an equitable and competitive compensation program. Develops and maintains company salary/wage scale.
- Enters employee data accurately. Ensures employee files/records are compliant and maintained according to regulatory standards and company policies. Responds to agency surveys.
- Completes Provider Credentialing.
- Processes Accounts Payable.
- Works closely with corporate accounting.
EDUCATION/EXPERIENCE/SKILL REQUIREMENTS:
- Bachelor's degree in Human Resources, business or related field required OR High School diploma plus related comparable experience.
- Four or more years of experience in a progressively responsible HR and business office role required, preferably in a health care setting.
- Experience in a billing practice including exposure to verification, certification, authorization, managed care, revenue capture and relationship building with payers required.
- Demonstrable knowledge of principles and procedures for recruitment, selection, training, compensation and benefits, employee relations and negotiation, engagement and retention and human resources information systems required.
- Experience with regulatory agencies (Joint Commission, CMS, etc.) preferred
- Knowledge and application of federal and state employment laws and regulations.
LICENSES/DESIGNATIONS/CERTIFICATIONS:
PHR/SPHR, SHRM-CP/SHRM-SCP preferred.
SUPERVISORY REQUIREMENTS:
Two or more years proven supervisory/management experience preferred.
