Job Description:
Mountain Gateway Community College (MGCC) is a two-year public institution of higher education and one of 23 community colleges in Virginia. The college is supported by the Commonwealth of Virginia; the counties of Alleghany, Bath, Botetourt (northern portion) and Rockbridge; the cities of Buena Vista, Covington, and Lexington; and the town of Clifton Forge. Responsibilities Include:
- Review payroll prepared by VCCS Shared Services Center to confirm it is complete and accurate. Upload the necessary data to the Payroll Shared Drive by the due date so employee paychecks are received on schedule and reflect correct deductions. Review voluntary deduction reports and payments.
- Review payroll after processing to ensure all amounts correctly posted to HCM and Cardinal. Submit any necessary corrections to Shared Services Center timely. Review social security withholding to stop withholding when maximum reached.
- Maintain logs for part-time employees to ensure maximum 1500 hours are not exceeded. Notify supervisors when employees approach the 1500 mark.
- Review credits and charges to individual employee leave records in HCM on a timely basis so employee leave balances are current and accurate with maximum 30-day lag time. Verify leave calendars are processed in accordance with VCCS and state policies.
- Review Shared Services Center’s reconciliation of VRS reports to Cardinal reports on a monthly basis to assure proper credit to individual employee accounts and serve as liaison. Confirm snapshot for VRS reconciliation.
- Review Shared Services Center reconciliation of monthly healthcare billings to Cardinal reports to assure proper payments for individual employees. Prepare DOA reports for balances due.
- Review monthly healthcare reconciliations prepared by Shared Services Center.
- Work with the Human Resources Director and Shared Services Center to coordinate input of new employees. Submit changes to Shared Services Center in a timely manner, so all information and coding is correct. Submit terminations of inactive employees in compliance with state regulations. Serve as liaison to Shared Services Center for adjunct contracts. Send a spreadsheet of calculated payments. Notify Shared Services Center of terminations. Review 851 Reports each semester (August, December and May) and compare to signed contracts. Notify IT to inactivate adjuncts.
- Prepare accounting for all local funds and provide financial reports as required. Give guidance to club officers and sponsors regarding their club accounts. Provide detailed information to President and Student Activities Director as needed regarding their accounts.
- Disburse financial aid in compliance with regulations. Monitor cash flow to ensure availability of funds. Work with Financial Aid to ensure disbursements are timely. Ensure that RT4 funds are returned accurately and timely.
- Fiscal Technician has a legitimate educational interest in student financial aid records due to working with Financial Aid office and processing students’ financial aid.
- Download and print the AIS Daily Diagnostics and Cardinal Interface Transmittal Listing Reports. Prepare the AIS Batch Register daily and match reports to the transactions keyed the previous day. Submit to the Business Manager for review.
- Serve as backup to process/reconcile the Peoplesoft SIS GL interface.
- Serve as backup for maintaining PeopleSoft tables.
- Assist Business Manager with annual documenting and testing of internal controls. Assist Business Manager with compilation of accounts receivable for credit, noncredit, Foundation, library, ETF, third party contracts and grants to complete the Quarterly Receivables Summary Report timely and in compliance with the CAPP manual. Assist with aging of accounts receivable and calculation of the allowance for doubtful accounts
Proven ability to comprehend intermediate accounting concepts through relevant experience and educational qualifications.
Familiarity with state and federal payroll regulations, as well as the Commonwealth Accounting Policies and Procedures Manual (CAPP).
Proficient in utilizing relevant computer programs and software.
Skilled at building effective relationships with both internal and external stakeholders.
Strong written and verbal communication skills.
Experienced in fostering effective collaboration within a team setting.

Associate's Degree in Business or related field or comparable experience
