Responsibilities:

Under the direction of the Director of Financial Services, assist in the administration, coordination, and fiscal analysis of General Fund Unrestricted and Restricted budgets; participate in fiscal year budget preparation of total revenue and expenditures of the general fund; perform a variety of complex accounting analysis and reporting.
 
REPRESENTATIVE DUTIES:
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  1. Using position assignments, other relevant information, and prior year statistical data, assist with the compilation of financial projections and budget data for the tentative and adopted budget for board approval; prepare budget documents for dissemination.
  2. Evaluate year-end encumbrances to determine carryover balances and prepare ending balances projection and analysis for General Fund/Unrestricted and special funded projects.
  3. Monitor District-wide General Fund Unrestricted and Restricted budget, revenue, and expenditures for variances and to ensure compliance; advise senior management regarding budget adjustments on potential over expenditures and other budget issues; make recommendation for budget adjustments as necessary to meet operational needs.
  4. Analyze and approve specially funded account transactions; coordinate scheduling of specially funded program reports and claims to accommodate established deadlines.
  5. Research, compile, analyze and summarize data and prepare a variety of District wide and management reports for Director of Financial Services’ review and submission to various other executive staff.
  6. Assist auditors in periodic audits of specially funded projects as well as District’s yearly audit; provide for completeness and validity of documentation of financial transactions; compile necessary paperwork for auditors including paid invoices, contracts, time sheets, requested reports and other information as required; respond to auditor questions.
  7. Provide grant and contract proposal budget analysis; review Request for Proposals for external funding for fiscal impact on the District to ensure compliance with District policies and procedures, State Budget and Accounting Manual, California Education Code and Federal and state laws and related regulations.
  8. Prepare and/or review entries to general ledger including year-end closing and adjusting entries for specially funded projects.
  9. Attending training and meetings for specially funded programs as required.

 

Knowledge & Abilities:

MUST HAVE KNOWLEDGE OF:
    1. Generally accepted accounting principles and practices.
    2. Basic principles and practices of budgeting and financial control
    3. Mathematical principles and procedures.
    4. Principles and procedures of financial and program audits.
    5. Office procedures, methods and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
    6. Basic principles and practices of fiscal, statistical, and administrative research and report preparation.
MUST HAVE ABILITY TO:
  1. Maintain and balance a variety of complex financial records, ledgers, and accounts.
  2. Research, compile, analyze, interpret, prepare, and maintain a variety of complex fiscal, statistical, and administrative records and reports.
  3. Prepare a variety of complex financial statements and analyses.
  4. Audit records and invoices for payment.
  5. Perform mathematical computations and other accounting functions with speed and accuracy.
  6. Prepare and administer budgets.
  7. Work with and exhibit sensitivity to and understanding of the diverse racial, ethnic, disabled, sexual orientation, and cultural populations of community college students.
  8. Communicate clearly and concisely, both orally and in writing.
  9. Establish and maintain effective working relationships with those contacted in the course of work.
  10. Learn and adapt to changing technology and equipment used in the performance of assigned duties.

Education & Experience:

Any combination equivalent to: Bachelor’s degree in accounting, finance, or related field.
AND
Four (4) years of increasingly responsible professional-level experience in accounting.
 
Minimum Qualifications (Faculty and Academic Administrator Positions Only)
 
Desired Qualifications:
Certification as a Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), Certified Internal Auditor (CIA) or other professional designation related to accounting.
Education, skills or experience specifically related to project accounting and budgeting.

Hearing: Hear in the normal audio range with or without correction.
 
Salary:
Range 37, Steps 1-7, $7,174.26-$9,077.99. Initial placement for external applicants is Step 1. An excellent benefits package which includes medical, vision, dental, retirement, vacation, generous sick leave package, and life insurance is available for the employee and eligible dependents.

Work Schedule:
Monday-Friday: 7:30 a.m.-4:30 p.m. (Approximately). Work schedule may be adjusted to meet the needs of the department.

Successful candidate may be assigned to any of the campus sites (Chula Vista, National City, Otay Mesa, and/or San Ysidro).

As soon as the successful candidate is identified and following the subsequent governing board approval.
