Job Description

The Payroll & Business Accounts Specialist reports to the Director of the Business Office. The incumbent independently performs assigned accounting functions requiring the application of generally accepted accounting principles and practices. Any combination of the following tasks may be included in the duties of the Payroll and Business Accounts Specialist in support of the Business Office and HR.

Payroll Clerk Job Responsibilities:

  • Pays employees by calculating pay and deductions and issuing checks.
  • Maintains payroll information by collecting, calculating, and entering data into the payroll system, as well as retrieving data when necessary.
  • Updates payroll records by entering changes in exemptions, insurance coverage, savings deductions, and job title and department/division transfers.
  • Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
  • Determines payroll liabilities by calculating employee federal and state income and social security taxes and employer’s social security, unemployment, and workers compensation payments.
  • Communicates payroll deductions to retirement administrators for retirement plans and other pre-taxation savings plans.
  • Assist with monthly, quarterly, or year-end calculations of bonuses and other salary-based compensation.
  • Resolves payroll discrepancies by collecting and analyzing information and interacting with HR.
  • Provides payroll information by answering questions and requests.
  • Maintains payroll operations by following policies and procedures, and reporting needed changes.
  • Maintains employee confidence and protects payroll operations by keeping information confidential.

Business Office Accounting Duties:

  • Establishes, maintains, and/or supervises accounting systems, procedures, and controls in a computerized fund accounting environment
  • Prepares financial analyses and reports for various individuals, groups and governmental agencies.
  • Prepares or assists in preparation of College budgets; monitors, verifies and reconciles expenditure of budgeted funds.
  • Works closely with Financial Aid to ensure timely reporting and draw down of financial aid funds
  • Works closely with personnel administering various grants to ensure timely reporting and draw down of grant funds, and requests for reimbursements.
  • Performs advanced accounting work including preparing journal entries.
  • Performs the reconciliation of bank statements and accounts.
  • Assists Staff accountant on the annual audit process including the preparation of year-end audit work papers.
  • Proposes, publishes, and administers fiscal policies and procedures Acts as backup as needed for Business Office support staff.
  • Prepares Administrative Affairs Financial Report for monthly Board meetings May represent the College at HED and other state financial meetings Assists with Treasury Management for the College with necessary approvals from the Director of Business Services.
  • Maintains a working knowledge of fund accounting and the College's Enterprise Resource Planning (ERP), Excel and any other necessary tools to excel at his/her job.
  • Trains personnel on use of computerized fund accounting software as well as in accounting principles when necessary
  • May be involved in professional organization(s) relating to business operations and be required to travel to professional development workshops and/or conferences.

Performs other duties as assigned.

Qualifications:

· The successful candidate must meet the following criteria:

· Master’s degree in business or accounting preferred; 3-5 years directly related experience preferred. Accounting knowledge/education required.

· Associate degree from a regionally accredited University or at least 3 years of experience with payroll and accounting.

· Working knowledge of fund accounting and GASB preferred.

· Experience with financial and/or accounting software preferred.

· Experience in or exposure to the community college environment desirable, supervisory experience helpful.

· Travel required; valid driver's license required.

Language skills:

Strong verbal, written, and interpersonal skills a must. Ability to read and interpret texts related to the discipline; documents such as safety rules, operating and maintenance instructions; and procedure manuals. Ability to write required reports and correspondence, and memos. Ability to effectively present information to individuals and groups of students and others from within Mesalands Community College and out in the community.

Mathematical skills:

Ability to perform basic mathematical functions.

Reasoning ability:

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Technology skills: Computer Competency; Capable of applying and maneuvering within various software packages including but not limited to Microsoft Windows, Microsoft Word, Microsoft Outlook, and Internet.

Physical Requirements:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee is required to walk, stand, sit; use hands to handle or feel objects, tools, and controls; reach with hands and arms; stoop, kneel, and lift; and talk and hear. The employee must regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 75 pounds, depending on the discipline area.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment from low to high. Job performed indoors in a classroom and studio environment with adult students.
