DESCRIPTION

UC San Diego Health Sciences International (UCSD HSI) was established to extend UC San Diego Health Sciences' mission of improving the quality of health care through excellence in clinical medicine, medical education and biomedical research throughout the world. UCSD HSI assists international organizations to improve health care delivery through long-term affiliations that incorporate advisory, clinical, educational, research, and administrative solutions and tools. UCSD HSI utilizes the talents of the University of California, San Diego School of Medicine, Skaggs School of Pharmacy and Pharmaceutical Sciences, UC San Diego Medical Center, UC San Diego Medical Group, and affiliated institutions to develop and manage high-quality health care facilities and clinical activities, and to share its knowledge in developing medical education and biomedical research programs.

Through several customizable services, the UCSD HSI team works with various health care delivery organizations and academic medical institutions abroad to develop the critical intellectual resources, professional expertise, and infrastructure required to support high-quality patient care, education, and research around the globe.

The Director of Administration and International Business Relations will report directly to the Assistant Vice Chancellor of Health Sciences International, and will be responsible for overall administration and building UCSD Health Sciences' International (HSI) services by creating, assessing, maintaining, and enhancing partner relations. The Director is expected to represent the business of HSI to the senior leadership of Health Sciences, will serve as a partner to the senior management of HSI and oversee administration, business development and growth of the enterprise under the Assistant Vice Chancellor. The Director is responsible for the management and oversight of international projects, including research and analysis, new business development, negotiations, contracting, compliance and related operational functions.

MINIMUM QUALIFICATIONS
  • A Bachelor's degree and a minimum of four years relevant experience, or an advanced degree in related area plus two years of relevant experience, or an equivalent combination of education, training and experience.

  • Demonstrated leadership and management experience with proven ability to analyze, interpret and apply management principles, practices, and techniques for a complex organization.

  • Strong communication and interpersonal skills to effectively and professionally interact with a diverse population, faculty, and all levels of personnel.

  • Knowledge of the management and policies and procedures pertaining to Affiliation agreements or comparable experience.

  • Knowledge of and experience with public relations and development.

  • Knowledge of the UC accounting systems, budget process and academics research activities.

  • Demonstrated ability to collect and summarize data, evaluate and establish options, and recommend and implement solutions.

  • Strong organizational, negotiation, and decision-making skills with expertise in clarifying mediating, and resolving conflict situations. Skill in working as part of a team and collaborating with colleagues, and ability to establish and maintain cooperative working relationships.

  • Knowledge of the management and policies and procedures pertaining to Affiliation agreements or comparable experience.

  • Demonstrated knowledge and experience in space and facilities management, including planning, analysis, funding, design, construction, and renovation of buildings and laboratories in a University setting.

  • Demonstrated ability to establish appropriate controls and operate effectively within a control environment.

  • In-depth knowledge of extramural contract and grant requirements and regulations for sponsored research, and university policies and procedures governing the administration of federal contracts and grants, or comparable experience.

  • Ability to maintain confidentiality.

  • Excellent planning, analytical, and problem-solving skills. Expertise in clarifying and resolving conflict situations by analyzing situations, defining problem or objective, identifying relevant factors, formulating logical conclusions, recognizing alternatives, evaluating their impact and making viable recommendations.

  • Demonstrated superior leadership, creativity skills and experience in developing complex conferences and meetings.

  • Strong interpersonal skills to effectively and professionally interact with a diverse populations using tact and diplomacy, resourcefulness, good judgment, understanding, and persuasion.

  • Strong demonstrated ability to make independent decisions and initiate actions with little or no direction. Proven ability to use initiative, creativity, and resourcefulness to accomplish goals.

  • Skill in analyzing large quantities of data, identifying needs, and developing effective recommendations.

  • Demonstrated knowledge of and experience with academic and staff personnel policy and processes related to recruitment, appointment, compensation or comparable experience.

PREFERRED QUALIFICATIONS
  • Knowledge of University Payroll, Extramural Funds, Resource Management, and General Accounting and budgetary policies.
SPECIAL CONDITIONS
  • Employment is subject to a criminal background check.

  • Must be able to work a flexible schedule to accommodate global business hours as needed.

  • May require international travel.

Pay Transparency Act

Annual Full Pay Range: $87,000 - $202,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $41.67 - $97.03

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
