Job Description

 

The Senior Internal Auditor and Fiduciary Advisor provides executive-level oversight and leadership for fiduciary affairs, operations, solvency, risk assessment functions, and strategic priorities and initiatives related to the financial wellbeing of the college. The incumbent serves as the chief advisor related to budgets and financial planning including, estimating income sources such as state appropriations, preparing budget projections and models and develops long-range financial solvency and strategy within a continuous improvement guiding principles framework. Deploying an assessment, impact, and outcomes-driven approach of advancing the college, the Senior Internal Auditor and Fiduciary Advisor to the President responsibilities include auditing, training, and providing recommendations to the district. This is a cabinet level position and provides leadership in reporting and compliance, accountability, identifying and assessing unforeseen or potential liabilities, and areas and opportunities that warrant or require immediate or more longer-range review, planning, or action. Specific responsibilities include reviewing institutional budgets, financial analysis; fiscal accounting; auditing financial reports; internal processes and procedures are in place, documented and followed; financial account reconciliations; and internal and external reporting duties with knowledge of generally accepted accounting principles (GAAP), OFM regulations, fund accounting, state, and federal reporting initiatives and policy recommendations progress appropriately through the college shared governance systems and structures of accountability. The incumbent provides weekly updates to the president, leads departmental and district-wide initiatives; analyzing and interpreting data; directs, prepares, reviews, and/or approves documents and reports; and provides budget and fiduciary affairs oversight training, and consultation.

Essential Functions

 

  • Reviews and develops budgets and long-range financial plans including, estimating income sources, preparing budget projections and models, and developing a long-range financial strategy; audits the planning and implementation of capital projects and other district initiatives.
  • Provides leadership in the development, establishment, implementation, and reinforcement of fiduciary and internal controls policies, procedures, and processes for programs and departments; monitors and evaluates operational, department, and service quality; may recommend, develop, and implement quality improvement assessment tools, training, and/or methods with internal and/or regulatory agencies.
  • Establishes and maintains a program of budget control; prepares and administers internal fiscal controls, recordkeeping, and all financial and state reporting; directs and oversees the purchase of goods and services and the preparation of contracts.
  • Reviews the annual audits of the District, Athletics, associated student government, and other college sponsored programs..
  • Directs and implements risk management function, responsible for oversight of fiduciary, property, and liability assessment related matters.
  • Provide insights, recommendations, and prepare reports that identify areas of improvements and advances a continuous assessment, impactful, and outcomes-driven processes, and practices.
  • Integrates a Lean Six Sigma as a foundational improvement framework for the district, including identifying and providing recommendations for reducing and eliminating inefficiencies, redundancies, and working with appropriate parties to develop measurable and desired outcomes, and institutionalized solutions.
  • Perform analysis of fiscal data in accordance with GAAP.
  • Perform financial audits of programs and prepares reports, including findings, conclusions, and recommendations for improvement of college operations, ensures that follow-up service is provided to ensure compliance with indicated program changes.
  • Review and analyze the adequacy and effectiveness of established accounting procedures and internal controls; evaluate efficiency of operations and accuracy of reports and records. 
  • Review and analyze institution procedures for compliance with various internal and external regulations and policies.
  • Oversee budget management and preparation for budgetary needs for areas of responsibility.
  • Create college wide budget documentation training resources.
  • Deliver analysis of revenue projections, budget, or expenditure forecasts.
  • Explains accounting and budgeting systems, procedures, and processes to stakeholders. 
  • Prepares and presents complex revenue and/or expenditure forecasts for budget or other management purposes.
  • Represent the college at various state, regional, and national meetings relating to areas of responsibility.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in accounting, business administration, economics, or closely related field.
  • Three years of professional accounting/budgeting, auditing, or other relevant fiduciary oversight, review, or internal control experiences.
  • Knowledge of and ability to perform complex accounting functions.

Preferred Qualifications:

  • Certified public accountant or certified government financial manager.
  • Experience with Washington State Community & Technical College system, specifically in a business office or financial-related position.
  • Experience in preparing GAAP and GASB financial statements.
  • Extensive computer skills and knowledge, specifically in a Windows environment with Excel, Access and Word, and experience with accounting database systems (PeopleSoft, FMS).
  • Excellent written and interpersonal communication skills with the ability to communicate with both financial and non-financial constituents.

  • Oral communication: Speak clearly and persuasively, actively listen and take the time to understand the points being made, including asking questions as appropriate and responding to questions.
  • Quality: Accurate and thorough, look for ways to improve and promote quality, provide feedback to improve performance, monitor own work to ensure quality.
  • Professionalism: Approach others in a tactful manner, react well under pressure, treat others with respect and consideration and follow through on commitments.
  • Problem solving: Ability to assess situations and think beyond the immediate issue to anticipate and fulfill future needs before they become complications.
  • Technical/computer skills: High level of proficiency and accuracy in Microsoft Office; familiarity with Canvas, PeopleSoft, and other college systems; ability to be cross-trained to provide basic technical support.
  • Student services: Knowledge of college processes such as admissions, enrollment, and financial aid; ability to be cross-trained to provide student services support.
  • FERPA: Maintain a high level of confidentiality and follow FERPA guidelines.

 

 

Additional Information

This is full-time administrative exempt position contracted on an annual basis. The salary for this position is $90,000 annually. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year. Flexibility in scheduling is required to meet the needs of the department.

Work Schedule & Environment:

  • Normal work hours are Monday through Friday, but occasional evening and weekend work may be required. Work in a busy office environment with frequent interruptions and distractions.
