Unit Description:
TRIO Programs were established to support the nation’s commitment to providing educational opportunities for all Americans to enter college, graduate, and move on to participate more fully in realizing “America’s Economic and Social Dream.” These Programs are funded under Title IV of the Higher Education Act of 1965 and are referred to as TRIO Programs because initially, there were just three programs Upward Bound (UB), Talent Search (TS), and Student Support Services (SSS). The number has expanded to include Educational Opportunity Centers, Ronald E, McNair Post Baccalaureate Achievement Program, Upward Bound Math & Science, and Veterans Upward Bound.
Essential Job Duties
The Business Officer position will support staff through budget management and will support two Senior Directors and a Senior Associate Vice Chancellor. The Business Officer provides compliance oversight and budget management for eight specialized grant programs (TRIO-McNair, SSS, SSS-STEM, TS Legacy, TS Encore, UB, EWUB, UNC System Grant, and potentially others). The Budget Officer will develop budgets in consultation with the TRIO Directors for grant submission while analyzing and recommending budget expenditures for long-range projections for all grant
Programs.
Primary duties and responsibilities of the Business Officer:
- Provide guidance and support to the Senior Associate Vice Chancellor (SAVC) as it relates to grant programs in Pathways including reporting, allowable spending, PINS Processes, and any other grant-related tasks;
- Complete monthly budget reports and submit them to the Senior Directors, by the end of each month;
- Provide oversight of account reconciliations for grant programs (seven federal TRIO, one UNC System) multiple Foundations, Trust Funds, and State appropriated accounts;
- Analyze financial data to support budget projection reports being created and submitted as a part of the monthly financial reports on all budgets while immediately alerting the Senior Directors of discrepancies or areas of concern;
- Interpret, modify, and/or develop policies and procedures for the grant programs for efficient financial management which will translate to implementing procedures with program staff;
- Monitor biweekly payroll to ensure actions have been entered correctly as this group has expanded due to program expansion;
- In consultation with the TRIO Senior Directors, create the individual budgets for staff programming and disseminate them to the appropriate TRIO Staff;
- Consult with the Senior Directors and SAVC on budget expenditures for annual and long-range strategic budgetary planning;
- Develop budgets for TRIO grant submission ensuring federal compliance for grant and alignment with the grant narrative;
- Act as liaison between DASA Finance, Sponsored Programs, Contracts and Grants, UNC System, US Department of Education (USDOE), and other funding sponsors regarding budget reports and regulations associated with the grant programs;
- Make recommendations for procedures based on the annual assessment of the process;
- Determine and respond to issues and/or discrepancies involving TRIO federal guidelines for allowable and unallowable costs to ensure the university’s federal compliance, in coordination with Senior Directors;
- Serve as the lead grant financial management expert for all Pathways Grant Administrative Support Staff;
- Develop and implement personalized training as necessary for all the Pathways Grant Administrative Support Staff;
- Coordinate and facilitate routine meetings and professional development of all Pathways Grant Administrative Support Staff to ensure efficient fiscal management for each of the grant programs.

- Other duties as assigned by the Senior Associate Vice Chancellor or Senior Directors.
Minimum Education and Experience
- Requires post-baccalaureate credentials plus 1-2 years experience; a bachelor’s degree and 2-4 years experience may be substituted for the advanced degree on an exceptional basis.
- A minimum of 3 years of grant management experience.
Other Required Qualifications
- Progressively responsible experience in contracts and grants office, including managerial roles and experience with knowledge of uniform guidance.
- Proficiency in Excel and/or other database management software.
- Proficiency with standard office software, including Microsoft Word, Microsoft Excel, and Adobe
- Acrobat; and adaptability to the ever-changing technology within the University.
- Experience with contracts and other external funding vehicles, as well as proficiency in the use of databases.
- Good verbal and written communication skills.
- Must be a self-starter and willing to take initiative to perform responsibilities independently.
- Strong organizational and analytical skills.
Preferred Qualifications
- Experience w/Google Drive (including Google Sheets, Mail and Calendar) and PeopleSoft preferred.
- Experience with the use of the National Science Foundation’s FastLane database, Grants.gov, or other federal government electronic systems.
